General Information

Who Are We?

Consolidated Rural Water District #1 is comprised of several small water districts that consolidated to form the water district we are today.  The customers served by this water district own a portion of the water district.  The district has 3 full time employees, a manager, billing clerk, and maintenance employee.  We also have 2 part time employees who include a part time maintenance person and additional office support.  

As our continuing commitment to "Quality on Tap" Consolidated Rural Water District #1, in a joint effort with the Environment Protection agency and the Kansas Department of health and Environment proudly join together to provide safe drinking water.

Our Governing Body 

A Board of Directors that is elected by the Benefit Unit Holders at the February annual meeting governs the district.  They then elect among themselves the various officers (Chairman, Vice-Chairman, Secretary and Treasurer) for that year.  The board then hires a manager to oversee the daily operation of the district.  The board contains the ultimate control of the district.  A monthly meeting is held on the first Tuesday following the first Monday of each month at the district office at 7:00 P.M.  The meeting is open to the public.  If you would like to be put on the agenda to speak, they ask that you contact the office.

Our History

The origination of a water district in the Basehor area occurred on May 18, 1951 when Richard Warden and three neighbors organized the “ South Side Water Works”.  They drilled a well and sold water to neighbors for $1.50 for the first 1,00 gallons and $0.50 for each additional 1,000 gallon after that.

The community of Basehor was investigating the possibility of installing a sewer system  in 1960, the town not incorporated yet had one main thing missing “water”.   A group if interested people and a FHA representative met on December 18, 1961 to organize “Rural Water District No. 4 Leavenworth County, Kansas”.  On June 30, 1962 the first meeting of property owners was held to elect a Board of Directors and adopt the By-Laws and Rules and Regulations.

The first board of directors for Rural Water District No. 4 elected were: Ward Kiester-chairman, Robert Grube- vice chairman, Charles Newman- clerk, A.K. Mussett-treasurer, Frank Eyerly, Dwight Runnels, and Homer Crown-directors.  Later that year Frank resigned to install water services and do the maintenance work at which time Richard Warden was appointed to fill out the remainder of his term.

The source of water at that time was one well, but within one year two more wells were added.  The water district started with 90 benefit units (meters) holders at a cost of $125.00 to each benefit unit holder.  The initial cost of the entire system which included mains, wells, pump houses, an elevated tower, fire hydrants, and other facilities was $90,000 of which $80,000 was borrowed from Farmers Home Administration on a 40 year loan at 3.75% interest.  The initial $10,000 was obtained from the sale of the 90 meters.  The Holy Angels Catholic Church donated ground and allowed the district to erect a 50,000-gallon elevated tower (This tower was eventually taken down in 1999 and replaced with a 750,000 gallon elevated tank).  On August 1, 1963 the water district began metering water to homes in the community.  In 1973 the water district added 3 more wells to serve the growing demand of  280 customers. With the growth of the district a new 100,000 elevated tank was installed in 1973 for $125,000.  This tower continues to supply water to water district customers to this day.

In 1980 Richard Warden became the manager after having served as a director, secretary, and chairman of the board of directors. With all of the new homes being built, the need for more water was realized, so in 1982 four miles of 8” water mains were installed to connect to Wyandotte County RWD #1, who purchased water from BPU and Leavenworth Water Works.  In 1987 the district paid off the balance of the initial FHA loan, while adding an additional 37 new meters.  The Board of directors for the 1987 year were: Glen Hubble - chairman, John Novak – vice chairman, Charles Newman – secretary, Bob Wiley – treasurer, Bob Grube, Wilbur Grisham, and Don Mayberry directors.

On April 8, 1993 Rural Water Dist. #4 and Rural Water Dist.# 1 Wyandotte County merged to form Consolidated Rural Water Dist. #1, Leavenworth County, and our current district.  The merger came about when Kansas City Kansas annexed remaining unincorporated portions of Wyandotte County into the city of Kansas City Kansas.  Both districts started operation about the same time and were similarly funded by FHA. 

With the continued growth, a $2,000,000 project was started in November of 1997 to install a new booster pump station and the addition of several miles of 10” and 12” mains from 127th & McIntyre to 155th and Leavenworth Road.  Included in this project was a 750,000-gallon storage tank at 147th and Donahoo.  

In May of 1998 the present office at 15520 Crestwood was started to give the district a base to operate from.  The district has continued to upgrade the system by replacing older small mains with new larger mains like the new 12” main that was constructed along 155th Street in 2002 from Leavenworth Road to 24-40 highway.  The board of directors currently has a long-range plan for upgrading, replacing, and installing new mains to provide the best possible service to our customers
